Ron says the truth is normally found in the middle ground, never at either extreme. Some critics see nothing good about Ron, the tech, or the Church. These are the hardcore critics who want it all destroyed and outlawed. These types often push the psychiatric black propaganda line that Scientologists are mentally ill and need psychiatric treatment. These critics are at one extreme that says it is ALL bad. That is a LIE. On the other extreme are some Scientologists who say it is ALL good – another LIE. The truth is in the middle ground – there are some good things and some bad ones. REFORM = keep the good and throw out the bad
The above is a false statement. David Miscavige is not on-source, his squirreling proves that. He does whatever he wants and he does not follow policy. Yes, LRH wrote Fair Game. He also fully cancelled it. This was called Reform Code. In 1968, Ron also cancelled enforced disconnection but in the 1980s David Miscavige ordered Vaughn Young to write a new policy that brought it back into practice. This was done without Ron’s knowledge and approval. These hardcore critics say that David Miscavige and Aides have to follow the destructive policies such as Fair Game – they have no choice. This is another lie. Ron wrote policies that makes it ok to not follow a destructive policy and policy can even be reviewed and cancelled. This does not apply to tech but it does apply to policy. Miscavige and Aides are continuing to harmfully apply

HCOPL 4 December 1966 Admin Know-How - Expansion - Theory of Policy All of our policy then is built on EXPANSION. And it stresses the production and delivery of a straight, nonsquirrel product. The technology itself is complete, but it expands also by experience of administration and simplifying its presentation. HCOPL 17 March 1965 Justice Suppressive Acts Suppression of Scientology and Scientologists The Fair Game Law A Potential Trouble Source is defined as a person who while active in Scientology or a pc yet remains connected to a person or group that is a suppressive person or group. A Suppressive Person or Group is one that actively seeks to suppress or damage Scientology or a Scientologist by Suppressive Acts. Suppressive Acts are acts calculated to impede or destroy Scientology or a Scientologist and which are listed at length in this policy letter. This policy letter gives the means and provides the policy for getting the above situation handled. A Suppressive Person or Group becomes "fair game". By FAIR GAME is meant, without rights for self, possessions or position, and no Scientologist may be brought before a Committee of Evidence or punished for any action taken against a Suppressive Person or Group during the period that person or group is "fair game". The families and adherents of Suppressive Persons or groups may not receive processing. Suppressive Acts are defined as actions or omissions undertaken to knowingly suppress, reduce or impede Scientology or Scientologists. Suppressive Acts are clearly those covert or overt acts knowingly calculated to reduce or destroy the influence or activities of Scientology or prevent case gains or continued Scientology success and activity on the part of a Scientologist. As persons or groups that would do such a thing act out of self interest only to the detriment of all others, they cannot be granted the rights and beingness ordinarily accorded rational beings and so place themselves beyond any consideration for their feelings or well being. Until a Suppressive person or group is absolved…. no Committee of Evidence may be called to punish any Scientologist or person for any offenses of any kind against the suppressive person… The homes, property, places and abodes of persons who have been active in attempting to suppress Scientology or Scientologists are all beyond any protection of Scientology justice, unless absolved by later justice or an amnesty. Such persons are in the same category as those whose certificates have been cancelled, and persons whose certificates, classifications and awards have been cancelled are also in this category. A Scientologist connected by familial or other ties to a person who is guilty of Suppressive Acts is known as a Potential Trouble Source or Trouble Source. Therefore this Policy Letter extends to suppressive non-Scientology wives and husbands and parents, or other family members or hostile groups or even close friends. So long as the wife or husband, father or mother or other family connection who is attempting to suppress the Scientology spouse or child or member, then that Scientologist or preclear comes under the family or adherent clause and may not be processed or further trained until he or she has taken appropriate action to cease to be a Potential Trouble Source. The validity of this policy is born out by the fact that the US government raids and other troubles were instigated by wives, husbands or parents who were actively suppressing a Scientologist, or Scientology. The suppressed Scientologist did not act in good time to avert the trouble by handling the antagonistic family member as a suppressive source or disconnect fully. Disconnection from a family member or cessation of adherence to a Suppressive Person or Group, is done by the potential trouble source publicly publishing the fact, as in the legal notices of "The Auditor" and public announcements and taking any required civil action such as disavowal, separation or divorce and thereafter cutting all further communication and disassociating from the person or group. A truly Suppressive Person or group has no rights of any kind and actions taken against them are not punishable. Any HCO Secretary may receive evidences of disconnection or disavowal or separation or divorce and, on finding them to be bona fide, may publicly announce them on a public board and legal notices in the Auditor. The disconnecting person then ceases to be a Potential
Trouble Source. Our Commentary on the above policy – The above policy violates the Creed of the Church, the Aims of Scientology, the Code of a Scientologist and basic Scientology technical tenets such as: Man can be handled by reason alone. – Science of Survival The auditor is not trying to cure anything. He is
simply raising tone. - Science of Survival The Fair Game Law AUTHORIZES CRIMINAL ACTIVITY BY SCIENTOLOGISTS. It also authorizes fascism – rigid censorship and forcible suppression of opposition. The practice of this policy has the church peddling fear into society, instead of ARC. As time goes along, the application of this policy is seen to be CREATING more and more attacks from individuals and governments around the world, instead of curing them. The immoral and illegal acts committed by Scientologists in practicing Fair Game – provides the ammunition for the enemy agents outside of the Church to use in their black propaganda attacks and Legal attacks such as raids, arrests, lawsuits and lobbying for laws to outlaw the practice of Scientology. Without these immoral and illegal Fair Game practices by Scientologists, the enemy black propaganda and Legal attacks would lack teeth and would fall flat. Currently, various governments in the world are moving towards outlawing the practice of Scientology in their country. If it isn’t abolished, this fascist policy will bring about the demise of the Church. Thus this policy results in contraction. The Fair Game Law practices of using force and lies to "handle" enemies, degrades and destroys the recipients and the people who apply it and the Church too. Everyone loses. Axiom 11 – This axiom says these solutions cause a PERSISTENCE of unwanted conditions: ALTER-ISNESS (Lies) NOT-ISNESS (force) Fair Game and Enforced Disconnection are ALTER-ISNESS and NOT-ISNESS. Therefore those solutions cause a PERSISTENCE of attacks on Scientology. What critic has improved his attitude towards
Scientology by viciously attacking him? None. It makes them worse.
Now he hates Scientology with a passion. Axiom 11 says the only solution that vanishes unwanted conditions without persistence: AS-ISNESS (Truth) Therefore the ONLY correct solution to

The Secret Issue to the Church Intelligence unit staff about black operations There is a secret issue that teaches Church
Intelligence personnel how to do black Intelligence operations. It tells
them how to use Love, Hate and Protect buttons to design black
Intelligence operations. It advises them to design black Intelligence
operations to get a critic of the Church jailed, to cost them their
source of income, and to otherwise ruin their life. Our Commentary on the above policy and practice - The above policy and practices need to come to a complete halt and are never to be done. This is part of applying the Fair Game Law and needs to stop for all the same reasons.

So we change the procedure to spot it and cost them their jobs every

HCOPL 13 August 1970 PR Series 2 The Missing Ingredient You don’t have to tell everything you know – that
would jam the comm line too. Tell an acceptable truth. Our Commentary on the above policy - This is a policy that has to go. It is just a sneaky way of telling lies by omitting data about events. Axiom 38 - Truth is the exact time, place, form and event. We don't get that from Church PR. They omit ugly pieces of the exact time, place, form and event on purpose and per the above axiom - THEY ARE TELLING LIES. We are being made to reach wrong conclusions because we are being fed faulty data, usually through omitted data but sometimes through outright false data. Thus, we do not have REASON when we only take what Church PR dishes out about the Church. And since ETHICS ARE REASON, we then have out-ethics being perpetrated upon us by Church PR. This amounts to hypocrisy for the stated purpose of the Sea Org - to get ethics in on this planet. And, that is one of the primary reasons we made a time track of Church history, to disclose what goes on behind closed doors that Church PR has purposefully omitted to tell us. A house built on lies will not stand the test of time. Along that line,
Church PR leaves a foul taste in my mouth. Since they lie, it is another
covert way of destroying the church, under the veil of helping it
survive. The below policy about Fair Game (date and title unknown) FAIR GAME may not appear on any Ethics Order. It
causes bad public relations. This Policy Letter does not cancel any
policy on the treatment or handling of an SP. Our Commentary on the above policy and practice – The above policy continues the practice of Fair Game and is cancelled for all the same reasons we gave for cancelling the Fair Game Law. Also, this says that labeling people Fair Game causes bad public relations! No - it is the PRACTICE of Fair Game that causes bad public relations. Nobody cares if you stop calling them Fair Game - while at the same time you continue to treat them like Fair Game. That is pointless.
The 1959 Issue entitled - HCO Manual of Justice People attack Scientology; I never forget it, always even the score. The purpose of the suit is to harass and discourage

HCO Executive Letter 27 September 1965 Amprinistics This Executive Letter calls for applying Fair Game to offshoot groups of Scientology. It says that every member of Amprinistics is labeled
Fair Game. It calls for breaking up their meetings, suing them, and
making complaints to the police. Scientologists were to attack the
members of Amprimistics in every way possible. Our Commentary on the policy and practice – This is nothing short of an effort to maintain a monopoly by eliminating competitors. It violates the Creed of the Church and also the civil liberties of other people, such as freedom of religion and association. Under freedom of religion, people have a right to mix their own ideas into any religion because religious belief and practice is personal. Calling them squirrel groups is no justifier for these attacks, either. Some of these groups are not squirrel groups anyway, they are splinter groups that practice standard tech. All such policies and practices that advise attacking competitors are cancelled. Psychiatrists deny people their civil liberties, not real Scientologists. The sane solution to competitors is to compete - by treating people better and producing a better product.
HCOPL of 25 February 1966 Attacks On Scientology NEVER agree to an investigation of Scientology. ONLY
agree to an investigation of the attackers. Don’t ever tamely
submit to an investigation of us. Make it rough, rough on attackers all
the way. Never talk about us – only them. Our Commentary on the above policy and practice – This is another element of the Fair Game Law. It violates the Aims of Scientology by having a war mentality and engaging in the down-tone bank game called war. It also violates the Data Series PL The Why Is God. In that PL it says that the WHY is always in one’s own backyard, never "over there." The above PL says to never look at what Scientologists or the Church might be doing to Cause these attacks. Thus, the attacks never resolve because the real WHY for them lies within the Church. But, the above policy says to never look at that. Too bad too, because finding the WHY puts one at CAUSE over the attacks, instead of remaining the eternal effect of them.
18 July 1966 LRH Conference with: Now that was the first datum I had on this subject in 1954 – I found out in counting noses that the people who had done the most – twenty-one people – who had done the most to damage Dianetics had criminal records and seventeen of them verified; I just got tired at seventeen and said this is too many. That in view of the fact that they have criminal backgrounds or in view of the fact that investigation will reveal this, our investigation should therefore go forward to the discovery of crime. Then we should act on the crime… and then when it is acted upon – then we sue. This is about as malicious and vicious perhaps as one could get but then you are suing a discredited source and this would become hallmarked after awhile. They’d say "the Scientologists must have done that because first he was jailed and then he was sued". And that is the policy. HCOPL 25 April 1968 Intelligence Actions The standard actions of Intelligence are: 2. Investigate for crimes, the individuals who are creating trouble. 3. Prosecute. The maxim is…when under attack…attack". The
point is….even if you don’t have enough data to win the case…still
attack…LOUDLY. Our Commentary on the above policy and practice – Another element of the Fair Game Law that also violates the Aims of Scientology by engaging in the down-tone bank game called war. If the Church wants to create a society without criminality, insanity and war – then it needs to set the example by first making itself -–without criminality, insanity and war.

Guardian Order 121669 MSH Mary Sue Hubbard wrote this Guardian Order to go
through the preclear folders of people to look for information that
could be used against them. Blackmail material is obtained this way and
also Intelligence personnel look for the person’s buttons so they can

Flag Order 3434 on 7 January 1974 Rehabilitation Project Force This is where Sea Org members are sent who are failing
on their post. It has many degrading rules such as they are not allowed
to talk with anyone unless spoken to. Some of the practices border on
psychiatric brainwashing technology – such as lack of proper food and
rest, harsh physical labor and locking people up in isolation. On the
positive side they get 5 hours a day of training and processing. Our Commentary on the above policy and practice – Cancel this entirely. It has a history of too many abuses and degrading conditions. Staff in need of enhancement can be handled on normal lines and with co-audits. The Staff Training Officer should see to their care and supervise their progress.

Good food and rest The method of handling psychotics called for in the Introspection Rundown needs to be cancelled and replaced with the previous LRH handling for psychotics.
